Tesla Wall Connector - Rebate Waitlist

PNM is working diligently to ensure our residential customers are able to receive a rebate for the EV charger of their choice. In an effort to accommodate as many PNM customers as possible, PNM is accepting Residential EV Charger rebate applications and creating a waitlist for customers who have purchased and installed an Energy Star™ certified Tesla Wall Connector. PNM is not currently able to process rebate applications or issue rebate payments for Tesla Wall Connectors because Tesla does not meet the minimum requirements to participate in the 2022-2023 Transportation Electrification Program as approved by the New Mexico Public Regulation Commission.

However, Tesla has indicated to PNM that they expect to meet these requirements during the first half of 2024. Once Tesla has met the minimum requirements, PNM will process waitlisted applications, and customers will be eligible to receive a rebate for the purchase and installation of their qualifying Tesla Wall Connector.

Customers should be advised that Tesla is not under any obligation to meet the minimum requirements, and a failure by Tesla to meet the minimum requirements for participation will result in PNM canceling all Tesla Wall Connector waitlisted rebate applications. *Applications for purchases made between December 15th, 2022 and March 31st, 2024 must be submitted no later than December 1st, 2024 to ensure funds for the rebate will be reserved while funds are available. Applications submitted after this deadline will not be accepted and will not qualify for a future rebate.

Why do I have to sign a waitlist acknowledgment to submit my Tesla Wall Connector rebate application?

If Tesla is unable to meet the requirements for participation, all waitlisted Tesla Wall Connector rebate applications will be canceled without payment.

Tesla’s Wall Connector is not currently included in PNM’s Qualified Product List because Tesla does not currently meet the minimum requirements for participation as approved by the New Mexico Public Regulation Commission. Tesla has indicated that they intend to meet the minimum requirements of participation, and PNM wants to provide customers with a rebate on their preferred EV charger selection. However, PNM is not able to provide rebates for the purchase and installation of equipment that does not meet the minimum requirements.

PNM is providing residential customers who have purchased and installed a Tesla Wall Connector with the ability to submit a preliminary application. This application will hold rebate monies to ensure you receive a rebate if and when Tesla demonstrates compliance with the program requirements. If Tesla is able to meet the requirements on or before December 15, 2024, PNM will process rebate applications that have been received for Tesla Wall Connectors purchased and installed between December 15, 2022, and May 31, 2024.

What is the Qualified Product List?

PNM’s Qualified Product List is the official list of EV charging equipment that is eligible for a rebate.

How does PNM determine the Tesla Wall Connector meets most of the requirements to be included on the Qualified Product List?

Before PNM can incorporate an EV charger into the Qualified Product List, PNM has to review the charger’s technical specifications to ensure it meets the safety and regulatory requirements established by the New Mexico Public Regulation Commission. Then, an agreement must be established with the network provider to allow for charging data to be shared with PNM.

What are the specific requirements a charger has to meet before being added to the Qualified Product List?

As ordered by the New Mexico Public Regulation Commission, a charger must meet the following criteria to be eligible for a rebate:

  • Must be a Level 2 charger;
  • Must be UL 2594 Listed;
  • Must be Energy Star™ Certified;
  • Must have smart charging capabilities to program charging windows and respond to external signals through OpenADR or OCPP communications protocols;
  • Must have a WIFI or cellular connection;
  • Charging data must be shared with PNM;
  • Charger must have been purchased after the implementation date of the 2022-2023 Transportation Electrification Program;
    • The 2022-2023 TEP was effectively implemented on December 15, 2022;
  • Proof of completed installation may be required; and,
  • Customer will enroll in the Whole-Home EV (WHEV) rate.

Tesla’s Wall Connector meets all of the requirements; however, Tesla is not currently able to facilitate the sharing of EV charging data. Tesla has indicated they are developing this capability, but they have not provided a firm delivery date for this capability.

How long does it take for a new charger to be added to the Qualified Product List?

The process of incorporating new equipment into the Qualified Product List can take several months or longer, and PNM expends significant effort to accommodate charger manufacturers who meet the minimum requirements for participation. Many times, delays result from negotiating the data sharing agreement, which is essential for ensuring customer charging data is adequately protected. For other manufacturers, improvements must be made within their processes to meet the minimum requirements or to share charging data.

What is Energy Star™ Certification and why is it important?

One of the most important requirements a manufacturer must meet before being added to the Qualified Product List is Energy Star™ Certification. Energy Star™ Certification, which is administered by the US Department of Energy, is critically important to ensure equipment is operating as efficiently as possible, which can have significant cost savings for energy users! Tesla initially received Energy Star certification for their Wall Connector in August 2023, and PNM initiated conversations with Tesla on August 9, 2023, to discuss incorporating the Wall Connector into the Qualified Product List.

Why isn’t Tesla on the Qualified Product List already?

During the early stages of discussion, Tesla shared that they lacked the necessary interface to share EV charging data from residential customers with 3rd parties – like PNM. However, they are in the process of developing this interface to enable their customers to access utility incentive programs, and they expect this capability to be operational during the first half of 2024.

When will Tesla’s Wall Connector be added to PNM’s Qualified Product List?

Tesla has indicated to PNM that they are in the process of developing the capabilities necessary to be included in the Qualified Product List. However, Tesla has not provided a firm date when they expect to operationalize these new capabilities. PNM will officially add the Tesla Wall Connect to the Qualified Product List within six weeks following their confirmation that they meet the minimum requirements for participation.

What happens if Tesla isn’t able to develop the capabilities necessary to be included in the Qualified Product List?

PNM is not able to process rebate applications for equipment that fails to meet the minimum requirements for participation as approved by the New Mexico Public Regulation Commission. If Tesla is unable to meet the requirements for participation as of December 15, 2024, any pending rebate applications will be canceled and no payments will be issued for the purchase and installation of Tesla Wall Connectors.

Will my waitlist application be held until Tesla meets the minimum requirements for participation?

No. PNM cannot hold waitlisted rebate applications indefinitely, but PNM wants to hold these for as long as possible to provide Tesla sufficient time to meet the requirements for participation. PNM anticipates holding waitlisted applications for Tesla Wall Connectors until December 1st, 2024. If Tesla is not able to meet the requirements for participation before this date, PNM will be required to cancel all waitlisted Tesla Wall Connector applications for EV chargers installed between December 15, 2022, through May 31, 2024. Customers who installed their Tesla Wall Connector on or after June 1, 2024, may be eligible to receive a residential charger rebate under the 2024-2026 Transportation Electrification Program.
